Ways to support this work

This work is funded by the public via direct donations. There are three usual methods of donation depending on the needs of the donor.

Privacy and your donation

Whether a donor is an individual or an organisation, I take privacy issues seriously. For this reason unless I am given specific instructions about who a donor is and that you are happy for me to share publicly that you are a patron of my work I do not thank individual donors publicly.

Having said this, I believe that the best advertisement for my work is your support. It is much easier for people to believe others when they speak about the value of my work than when I make my own claims about it. Your willingness to share the reason you support my work is what inspires other people to support my work. Please take a moment every now and then and, if you are happy to be seen publicly supporting my work, share that you do with your networks.

About this Project

With new Ministers announced regularly, this Commonwealth Grants project maps each Minister against the grants made during their tenure in any given position. A new Minister (or occasionally an entire Ministry) has been published on average every eight weeks since the beginning of the 2017-18 financial year (mid 2017). I've created a new dataset with these positions and dates to map both budget data (which operates on a financial year) and Commonwealth the grants that each agency claims are coming out of annual budget appropriations.

Portfolios are the administrative lines drawn between specific agencies and responsible Ministers. Each Portfolio administers specific agencies and those agencies can only spend funding appropriated through Parliament and documented in the Portfolio Budget Statements published on budget night or the MYEFO updates each December or Portfolio Additional Estimate Statements published in February.

Portfolio names change when Administrative Arragement Orders are made by the presiding government. This can change the portfolio to which an agency is attributed or the Minister responsible. The Prime Minister, Scott Morrison announced significant changes to the Portfolios and agencies they administed which came into effect on 1, February 2020.

At launch, only grants published since GrantsConnect went live in January 2018 are included in the data. This means that only one full financial year is covered in the data, with the 2019-20 financial year still unfolding at this point. Commonwealth grants data contains agency and program names as per the budget documents published in budget night. I have integrated these datasets despite the challenges posed by Administrative Arrangement Orders made after budget night. Given the intention of this project is to link grant decisions with resposnible Ministers, queries are based on the approval date in each grant notice as opposed to the publication date.

Publication date is based on start date of the grant and can vary substantially from the approval date. Grants are republished at a later date where variations have been made. If there is a significant time difference between grant approval and variation, different Ministers and governments can be responsible for those variations.

Commonwealth grants data has been published at GrantsConnect since Jan 2018 under the CC By 3.0 licence.

There are several dates in Commonwealth grants data: approval date, publication date, start-end dates and the budget/financial year from which each grant is appropriated. According to Department of Finance media, publication is required by the approving agency on GrantConnect 'no later than twenty-one calendar days after the grant agreement takes effect '.

The date of effect [start date] will depend on the particular arrangement. It can be the date on which a grant agreement is executed or a specified starting date. Where there is no grant agreement, the date of effect can be for example, the date of first payment or the announcement of a successful grantee.
The approval date for reporting purposes is the date that the decision-maker makes a decision to award a grant. Where, for example, negotiating a grant agreement takes some time, there may be a delay between the approval date and the date that the grant award information is published.

Where approval, publication and budget years vary significantly this is likely due to the grant being republished in a later year with a variation or delays in the start of the grant. Variation status and reason is not included in GrantConnect download data but is published at the source (GrantConnect) if you click on the button in the Grants tab.

In order to match with budget data, drill-down at this site is based on the financial year (year of budget appropriations) from which the grant was taken, not the year of grant publication. Budget year can vary from approval and publication years.

This project also aims to improve calculations of the effects of dark matter searched for in underground laboratories including the Australian Stawell laboratory. Past research shows that the adverse effects of early-life stress are pervasive, affecting cognitive, social, and emotional behaviours as well as the body and the brain. The project intends to test the acceleration hypothesis that early-life stress speeds up maturation, especially for behavioural/neural systems involved in fear. Expected outcomes include insights into the mechanisms leading to adult dysfunction. Intended benefits of these insights include the development of effective treatments that can be given early in life.

PurposeThis project aims to engineer novel quantum electronic devices based on strongly-coupled, one-dimensional superconducting microcircuits. These will be realised using chains of nanoscale superconducting islands fabricated on a chip. The project expects to achieve a special type of insulating state, where individual charges can be transported one by one. This would be significant as a primary standard that precisely links time (or frequency) to charge. The project also aims to create a current mirror device, in which a supercurrent sent down one chain induces a reflected supercurrent in the other, forming the basis of a new superconducting quantum bit. Other devices will be used to study a simplified model related to high temperature superconductors.

PurposeThis project aims to create a new class of electrocatalysts with architectures inspired by enzymes. Electrocatalysts are the backbone of the modern energy economy. In the new electrocatalysts developed by the project, the intention is the active sites will be spatially separated from the bulk solution by nanopores, as enzymes do. This architecture allows the reaction environment to be altered from the bulk solution, active transport of species to the active site and cascade reactions to be performed. This should give advantages in activity, selectivity and the ability to perform multistep reactions. The intended outcomes are better performing hydrogen fuel cells and more effective conversion of carbon dioxide into useful organic compounds.

PurposeThis project aims to unveil the diffuse collection of stars known to sit at the centres of systems of galaxies. Any star unbound in past galaxy interactions remains in this collection, making it a fundamental fossil record of the evolution of galaxies. Until recently, accessing data about this collection was difficult, however the new Hyper Suprime-Cam Subaru Strategic Program is now taking observations of a wide area of sky and, being co-located with the Australian-led Galaxy and Mass Assembly spectroscopic survey, allows access to a significant new data set. Using this data set, the project expects to provide new insights into galaxy evolutions as well as deliver software modules and catalogues of benefit to the astronomy community.

The project will obtain scaled mode shapes as well as separated scaled sources. One of the main applications will be to improve the prognostics of machines by having separated scaled estimates of the forcing functions to make it easier to find fault parameters which trend monotonically towards failure, and thus greatly improve the estimates of remaining useful equipment life. An additional benefit of the application will be the ability to predict overall noise radiation from a machine or object if both the sources and modal models are scaled.

PurposeThis project aims to significantly improve the analysis of single cells by mass spectrometry with ultrahigh sensitivity. Molecular differences between cells in large populations can be important in many processes, including cell differentiation and signalling. However, most measurements result in the chemical heterogeneity between cells being masked by the bulk population. Recent discoveries now make it feasible to measure thousands of proteins and small molecules from single cells. This project aims to leverage these breakthroughs to allow heterogeneity to be characterised in single cells with unprecedented molecular detail. This is expected to be important for future biological discovery, as well as disease prediction and drug discovery.

PurposeThis project aims to understand the link between substrate specificity and gene sequence of dehalogenating enzymes in organohalide respiring bacteria (ORB) and the mechanism by which electrons are transferred to dehalogenating enzymes through protein-protein interactions. Organohalides were present in Earth's early history and now pollute the environment globally. Organohalide respiring bacteria (ORB) can degrade these pollutants by using them as terminal electron acceptors in their respiratory metabolism. This represents one of the most ancient respiratory systems on Earth about which little is known. This project will add to our fundamental knowledge of microbial evolution and metabolic systems, and pave the way for next generation organohalide remediation technologies.

PurposeThis project aims to address questions of whether Earth is a uniquely habitable environment in the Universe. Within just a few years, we will discover the best planets to target in humanity's search for life outside our Solar System. Likely to be found orbiting low-mass M-dwarf stars, these planets will be the focus of bio'signature space missions for decades. Understanding how common these habitable M-dwarf planets are requires a comprehensive model for how the whole population of M-dwarf planets formed and evolved. This project will use new Australian facilities, FunnelWeb and Veloce, to map that broader landscape for M-dwarfs and their planets, and so deliver the critical context needed to interpret the coming wave of habitable planet discoveries.

PurposeThis project aims to develop an efficient multi'scale modelling capability to quantify the effect of two-phase fluid flow within porous material by modelling rock wettability heterogeneity and alteration on two-phase flow performance for heterogeneous rock. Super-resolution methods combined with a deep learning approach will be used to determine a digital representation of reservoir rock, achieving an unprecedented combination of resolution necessary to resolve small'scale fluid connectivity and field of view required to capture heterogeneity. The project expects to develop a workflow to populate a high-resolution model with wettability parameters by combining micro-CT imaging with nuclear magnetic resonance measurements. This improved understanding should provide significant benefits by enhancing our capability to optimise enhanced oil and gas recovery programs.

PurposeThis project aims to implement an innovative approach to modelling ion channel behaviour that employs short, information-rich datasets and parameter inference. Using the hERG potassium channel as a test case, the project will show that this approach is more efficient than current methods and outperforms all published models in independent validations. The project aims to extend on initial implementation to probe the thermodynamics and pharmacology of ion channel gating. The anticipated outcomes are to grow fundamental knowledge of ion channel biophysics and ability to probe ion channel function in silico. The project will build on an emerging collaboration between international leaders in physiology, pharmacology, mathematics and computer modelling.-The methodology and fundamental knowledge generated will significantly advance our understanding of the physiology and biophysics of ion channels, while the application of the method will have direct impact in the pharmaceutical industry and regulatory science.

PurposeThis proposal aims to understand the performance of a unique rheological modifier that can enable an order of magnitude increase in coating efficiency for aerosol sprays while not affecting the quality of droplet formation during spraying. The effect occurs via a dispersed network of fibrous particles in water, providing a weak but useful ability to coat surfaces by responsively adjusting its structure. The material is expected to enable a broad array of applications, from agricultural treatments to nasal sprays, by exhibiting responsive behaviour at concentrations much lower than conventional modifiers require. The project will study the responsiveness of the system in single droplet, spray, and coating form as well as an active delivery system.

It will interrogate the questions that the Huxleys raised about the changing nature of time, the deep past and the distant future of humankind, shifting ideas about difference between and within species. By doing so, the project aims to better understand developments from pre- to high- to post-Darwinian eras, and the major institutional and intellectual shifts from imperial to international sciences.

PurposeThis project aims to dissect the complex costs of reproduction, bridging an old divide between evolutionary and biomedical approaches to understanding ageing and lifespan. Merely detecting the smell of another individual, without ever encountering them, can cause an individual to mature sooner, age faster, or live a shorter life. These costs, and the fact that subsequent mating can restore adult ageing and lifespan to "normal" are causing a re-evaluation of the costs of reproduction - an important but enigmatic concept in evolution. This project expects to resolve how and why the physical presence of a mate, or odour cues of such a mate, can have such dramatic effects on ageing and late-life performance.

PurposeThis project will create redox'sensitised ion-accessible dense graphene to improve the energy density of supercapacitors (SCs). The energy density of SCs is a bottle neck for long-lasting power supply to vehicles, small devices and mobile electronics. By incorporating a redox coordination framework in shrunk graphene to increase the charge storage capacity and speed up the charge movement and further incorporating ionic liquids in the tailored electrodes, the project will produce SC's with higher operating voltage and longer cycle life. Such SCs will possess dramatically high energy density, without compromising the power density. This project will improve the efficiency of modern electronics through the development of the next generation of SCs.

PurposeThis project aims to provide novel solutions to two deficiencies in current atmospheric chemistry models. That is, molecular hydrogen (H2) is underestimated by up to a factor of two, and in polluted areas, HO2 concentrations are underestimated by up to a factor of ten. The project will investigate these solutions and assess their local and global atmospheric impact. By better characterising the atmospheric H2 budget, and the role of ground state reactions in general, the predictive ability of atmospheric models will be improved. This will allow, for example, the outcomes of any change in atmospheric H2 concentration, potentially as part of any future hydrogen economy, to be predicted before they occur. The benefits of this project are global: they allow us to better predict the impact of changes to atmospheric composition - before they occur, and local: Australia's strengths in physical, theoretical and atmospheric chemistry are reinforced.

The bacterial flagellar motor (BFM) is a motor 40 nanometers in diameter that builds itself into bacterial membranes, rotates five times faster than a Formula One engine, and switches directions in milliseconds. . This project will combine ancestral reconstruction of ancient motor components with protein engineering to understand how the different ion channels that power the BFM in different species are selective for different positive ions. It will inspire and inform future manufacturing in bionanotechnology.

PurposeThis project aims to examine writers' enduring engagement with the riot's destructive energy and its transformative potential. Riots have become a familiar feature of an increasingly volatile global politics, but contemporary responses to these events have a long history across a range of media and modes of writing. Literary writers have historically struggled in the aftermath of riots to make sense of and communicate the collective trauma felt by families and communities who suffer resulting injury, death, homelessness or unemployment. Drawing together writing from Britain, United States of America, Australia and the Middle-East, this project will provide an understanding of the resurgence of the riot in a contemporary global context.

However, a huge knowledge gap exists in developing and fabricating biodegradable shape memory alloys with desired properties for biomedical applications. The project expects to fill the critical knowledge gap and open up new opportunities for biomedical applications of biodegradable shape memory alloys. This project will provide significant benefits through the creation of novel materials for application in the healthcare industry such as biomedical devices.

PurposeThis project aims to develop and apply ligands attached to solid supports that bind iron and which, on activation, form high valence state iron species capable of catalytically oxidising contaminants present in waters and wastewaters. Of particular interest in this work are ligands that are simple analogues of biological molecules and which are stable in the presence of the high valent iron species formed following activation. The end result of this project is a water treatment process suited to the effective removal of trace contaminants such as hormones, pharmaceuticals and pesticides from wastewaters such that the treated waters are suitable for discharge to pristine environments or to reuse for potable purposes.

The project is expected to enable better predictions of infrastructure performance, improve confidence in design, and avoid unwarranted over-design and the considerable cost this imposes. PurposeThis project aims to assess the efficacy of the Custody Notification Service (CNS), an Australian innovation for preventing Indigenous deaths in police custody. The risk of Indigenous deaths in police custody remains unacceptably high. This project will focus on two jurisdictions where the CNS has been operating for over fifteen years to provide an in-depth socio-legal investigation of the history and operation of the service. Using legal analysis and empirical research, the project is expected to develop tools for evaluation and identify -best practice- for optimal operation. This should produce significant knowledge and guidance for policy-makers, academics, and frontline service providers, including lawyers and police, towards the prevention of deaths in custody.

PurposeThis project aims to establish a new approach to enable a reliable and accurate prediction of precision surface grinding. Precision grinding is often the final step in the manufacturing chains for a broad range of metal, ceramic, optical glass and semiconductor components, which must have ultra-high surface integrity and accurate dimensions. To date, the surface integrity of a ground component cannot be predicted due to the involvement of many random factors and variables in a precision surface grinding process, resulting in high failure rates and processes requiring repeated surface measurements. The novel approach for surface integrity prediction developed by this project will make a vital step forward in advancing the discipline of precision surfacing, establish a new knowledge base and bring about significant technological impacts to the manufacturing industry.

The project will identify, reconstruct, and evaluate legal and constitutional aims of, and institutional solutions adopted by, such regimes. It will examine whether they respect the forms of democracy, or just pay lip service to, for example, principles of the rule of law and constitutionalism, while working to subvert such principles. The project will focus on what -new populists- do with power once they have it, what the consequences are for a global view of democracy, and on informing Australia's geopolitical engagement with such regimes.

PurposeThis project aims to investigate the impacts of spin/orbital degrees of freedom of electrons in perovskites, and to realise efficient spin injection and transport in perovskite spintronic devices. Halide perovskite is a fast-rising star in the photovoltaic field and possess unique merits including low-cost processing, good charge transport and high light absorption. However there are questions regarding their physical properties. This project will explore the synthesis and characterisation of layered perovskites and lead-free hybrid compounds, and use these new materials in charge/spin transport devices. As a result of the strong charge'spin-orbital correlation in perovskite semiconductors, the project is expected to have a significant impact on not only spin-based devices but also charge-based energy conversion and storage applications related to halide perovskites.

PurposeThis project aims to investigate how defaults and product complexity might be used to exploit consumers in environments like private insurance where consumers are prone to making systematic errors. Defaults are used to nudge individuals into socially beneficial actions such as increasing their retirement savings and joining organ donor lists. However, in the hands of firms, defaults can also be used to exploit consumers by encouraging choices that help the firm but disadvantage consumers. The project intends to study experimentally whether exploitation can be reduced via competition and reputation building systems based on consumer feedback.

PurposeThis project aims to provide a better understanding of the roles that DNA methylation plays during embryonic development. DNA methylation is a major regulatory mark present in vertebrate genomes. It is well established that the genomic patterns of DNA methylation are being actively remodelled during vertebrate embryogenesis. Nevertheless, it remains unclear how these events impact gene regulation and embryonic development itself. This project expects to unravel the functional contributions of DNA methylation to vertebrate embryogenesis by using latest cutting-edge genomics techniques. The project will be carried out on the highly tractable zebrafish model system which allows for easy genetic manipulation of the desired sequences. This project aims to provide a better understanding of embryonic development of vertebrates, including humans.

PurposeThis project aims to improve projections of possible sea level changes.-Sea level rise is among the most significant potential impacts of transient climate change around the world. Poor understanding of the way in which heat is absorbed at the sea surface and distributed by ocean circulation is a leading source of uncertainty in projections of global surface temperature and regional sea level rise by the end of this century. This project aims to apply novel observational methods, complimented by numerical modelling, to quantify the drivers of recent change. This project expects to transform our ability to predict how ocean temperature and sea level will change in the future.

The technologies are designed to exploit the abundant mmWave spectrum and complement the state-of-the-art cellular systems to fulfil the formidable demand for ultra-fast data services. PurposeThis project aims to examine how resilient Eucalyptus species are to future droughts by combining data synthesis, manipulative experiments and modelling. Climate change is expected to increase the frequency, magnitude and duration of future droughts, with major environmental and socio-economic consequences for Australia. Current predictive capacity is extremely limited: experiments are limited in scale and cannot capture important global change interactions, whilst models do not represent the functional characteristics and adaptions of eucalypts. This project will develop a strong evidence- and process-based understanding to quantify the functional behaviour of drought-adapted Eucalyptus species and leverage this insight to make future model projections.

This project seeks to investigate how the thalamus-to'striatum pathway, a neural circuit that is central to motor control, progressively adjusts its activity as animals automatise their actions. The project will combine behavioural designs with the latest neuroscience techniques for tracing, functional mapping and manipulation of specific neural circuits in behaving mice. Flow induced noise generated by marine vessels presents unique challenges for noise prediction methods which often results in vessels that do not meet their design specifications. The expected outcome is to provide efficient numerical capabilities that can play a role towards the design of quieter marine vessels to increase the stealth of Australia's navy. This project will provide significant benefit to Australia's maritime platforms and future submarine program. Environmental benefits include a reduction of anthropogenic underwater noise pollution from marine vessels, which is critical for the welfare of marine life.

PurposeThis project aims to examine the extent to which Australia's system of government appropriately serves and represents the interests of Aboriginal and Torres Strait Islander peoples. Such improvements offer the potential to enhance programs in areas such as health and education, including the Closing the Gap initiative. Drawing on public law principles as well as comparative and international legal material, the project will develop a model of governance against which the Australian system can be assessed. An audit will then be conducted of how that system operates in comparison to this model, before drawing conclusions and identifying potential reforms. The outcome of this project will be original scholarship of domestic and international significance that will inform academic and policy debate during and beyond the proposed referendum to recognise Indigenous peoples in the Constitution.
