Transparency For Troubling Times

Today I provide a first glance at the very complex grants transparency project that I have been building since my last article seeking patrons was posted back in October. My work during 2019 focused on the not-for-profit sector with the re-launch of the updated charities data project and in-depth articles on financial transparency in Australia's religious charity sector.

During the weeks I have been building this project we have seen the face of Australia changed forever, both environmentally and politically as people and wildlife are killed, made homeless and communities are destroyed. Despite planning to have a few days off for the first time in years, with the rolling disasters unfolding and unlike our own Prime Minister, I found it impossible to relax or down tools, so instead spent Christmas and the new year hard at work trying to get the site up to date and ready to launch.

Using data published by GrantsConnect under the CCBY 3.0 licence, this project sheds light on the Commonwealth funding going to both the for-profit and not-for-profit sector. Since the central grants repository, GrantsConnect went live in January 2018, nearly $30 billion in Commonwealth funding across almost 50 thousand grants have been published.

The two large groups in recipient of Commonwealth grants are universities. Universities receive funding for research while the churches receive funding for education, health care, aged care and other social services.

Grants with a purpose matching disaster are valued at $12,232,921 (since Jan 2018) which is 0.04% of all Commonwealth grants

PurposeThe Flooded Roads Smart Warning System (FRSWS) project utilises smart technology to provide both proactive and reactive mechanisms to enhance road safety during flood episodes. The FRSWS will minimise the risk of drivers inadvertently driving into flooded roads by using advance warning signs that only activate in flood conditions. The design and programming of these signs will allow real-time mapping and generation of information for each road location with a FRSWS to be provided to disaster management entities and the community through a range of communication methods. Data collected from activation of FLSWS signs will be integrated into open data platforms to support planning and design considerations for both roads and flood modelling.

PurposeThe construction of the Murdunna Deep Water Community Jetty will provide a much-needed piece of marine infrastructure for South East Tasmania. The jetty will facilitate berthing for deep draught vessels close to the Murdunna township. This is not presently possible. Construction will be such that it will enable elderly and disabled individuals to easily board vessels moored alongside. Also it will provide a safe disembarkation point for sick or injured sailors, with good access to ambulance and emergency services. Additionally it will provide an evacuation facility in the event of a disaster such as the bushfires that occurred in 2013. The jetty will also be a community asset for swimming and fishing by locals and tourists.

This Memorial Wall will list all those who have died on duty and provide an opportunity for further names should they be required. It will be a permanent and fitting tribute to all those who have died fighting fires and supporting communities during emergencies. The majority of these names to be displayed on the Wall are volunteers. A website will be developed to support the Memorial Wall. This will provide further detail on the individual and allow searching of names. Users can click on the location icon in the info window (in the grants tab above) to go to the individual grant data and this is where the extra work put into this project really shines. Designed not just to give details of each grant but to link each individual grant, the project links this with the federal electorate and local member as well as the Minister responsible for the portfolio under which the grant was made.

Budget data (which works on financial years) has been integrated with the Commonwealth grants data and a newly constructed Ministerial data-set which allows users to drill down by the Minister responsible for a portfolio at the time a grant is made. While users can search by Minister, if they already know this information, the site is also designed to display the Minister responsible (and local MP) when users click on the icon in the details for individual grants. Grant details are always found in the third, right-hand tab.

A portfolio is the administrative sections the government is divided up into for legal and financial purposes. Each portfolio has one or more senior ministers and often junior ministers. The functions of government are divided up as the government of the day sees fit and agencies are administered by a single portfolio.

Grant decisions are made by these agencies under the authority of the Minister responsible for the portfolio they sit within. Funding must be appropriated through the Parliamentary process and each grant belongs to a program within a single agency and within a single portfolio.

In this project I have integrated the programs under which the Commonwealth grants are made (as well as agencies and portfolios) with the budget data. While there are over 150 agencies and over 400 programs in the budget each year, not all of those agencies and programs will award grants.

In linking with the budget data I have included the outcomes under which each government program is evaluated, staffing and functions.

Users can cut through all this and view the data at program level where the data is mapped and ordered by recipient. Program name stays relatively stable from one year to the next. Click on the menu button to find this and other options.

The electorate information provided is extensive, including all state Senators and local MP. In addition to providing details of every grant as well as a map, ATO, ABS housing and socio-economic data is also included. Pecuniary interest (conflict of interest) data has also been linked in, opening in another window if you click on the icon. Mallacoota lies within the Nationals held Gippsland. Kangaroo Island is in the Centre Alliance electorate of Mayo while Labor's Eden-Monaro stretches up the NSW South Coast from Eden to Batehaven. To the north of the country, there have been fires in the Hinkler electorate, currently held by LNP.

The Ministry changes (often just a single role or individual) roughly every eight weeks. Without a project like this it is difficult for people to know who was in charge at the time a decision was made. This project provides the dates for each and every position from the 2017-18 financial year onward and links that with individual grants and electorate information.

On the 6th January, the Prime Minister announced the intention to create the National Bushfire Recovery Agency which sits within his own Prime Minister and Cabinet Portfolio, with David Littleproud as the responsible Minister.

This announcement follows the major shake-up announced in early December 2019 which is due to begin implementation from February and will combine portfolios and agencies like never before. I expect this stands as the most radical change to the Machinery of Government since its inception. It is going to be challenging for the government to manage changes of this scope while also managing the response to the catastrophe that has unfolded across the nation and which will continue to devastate well into the year.

During this time, of great change within government this new grants project will be here to provide updates and track Ministerial linking grant approvals with the responsible Minister. These projects are the work of a single person and require an immense amount of ingenuity, commitment and labour.
